Project Overview
Built in 1956, the Bogue Road Bridge spans the Naugatuck River, serving as a crucial link for residents and businesses between the City of Torrington and the Town of Harwinton in Connecticut. Recent upgrades include a complete deck replacement with AccelBridge™ precast panels, repairs to the steel superstructure, abutment modifications, new bearings, enhanced drainage systems, upgraded crash barriers, utility relocations, and improvements to the roadway layout.
CHALLENGES
CONFLICTING OVERHEAD UTILITIES
Overhead power lines needed to be moved to facilitate crane placement of the precast concrete deck panels.
ACCELERATED BRIDGE CONSTRUCTION
Accelerated bridge construction techniques were implemented to ensure that the bridge could be rehabilitated within a 22-day bridge closure window.
PROPRIETARY BRIDGE DECK SYSTEM
AccelBridgeTM, a proprietary precast concrete bridge deck system, required specific and unique installation methods.
Our solution
SMK initially assisted VHB by reviewing three preliminary design concepts during the project’s feasibility stage, evaluating their constructability, cost, and timeline. Based on our analysis, we recommended the most suitable contract procurement method. Once a design and procurement method were chosen, SMK developed a Construction Cost Estimate (CCE) and Contract Time Determination (CTD) schedule for the final design. These metrics were used in the Owner’s bid documents and for evaluating received bids. Throughout the construction phase, SMK continued supporting VHB by reviewing contractor schedules, work plan submittals, and RFIs.
BUILD STRATEGY DEVELOPMENT
Working with VHB, SMK developed a key build strategy, providing a roadmap that ensured accurate project evaluations by accounting for construction sequencing, risks, and resources that resulted in realistic cost and schedule projections.
PRECISE COST ESTIMATING
SMK developed a highly accurate construction cost estimate to support project budgeting and bid evaluation. Its precision was evident when contractor bids were received, confirming SMK's estimate as a reliable midpoint.
EFFECTIVE CTD SCHEDULING
SMK's reliable CTD scheduling was instrumental in proving the feasibility of completing the majority of bridge rehabilitation work within a critical 22-day closure window, minimizing long-term disruptions.
